Workplace Safety in Houston
The Houston Ship Channel runs 52 miles from the Gulf to the Turning Basin near downtown, and along it sits the largest petrochemical manufacturing complex in the country. For a safety lead in Pasadena, Deer Park or Baytown, the daily questions are about hot work permits, confined-space entries into vessels, benzene and hydrogen sulfide exposure, and keeping multiple contractor companies working to the same rules during a turnaround.
Beyond the Ship Channel, Houston also holds the Texas Medical Center, which describes itself as the largest medical complex in the world and reports about $4 billion in construction underway. Hospital construction and facilities work bring their own mix of occupied-building hazards, dust control and utility shutdowns, with trades working next to patients and clinical staff rather than behind a plant fence.
BHG Safety Partners, based in Hannibal, Missouri, travels to Houston-area plants, terminals and job sites. We train at your location, review your written programs against federal OSHA requirements, and can deliver classroom content by live virtual session. For turnaround and contractor crews, we build training around your permits, your chemicals and your emergency procedures, so the people coming through your gate hear the same rules your own operators follow.
Houston Industries We Support
Refining and petrochemicals
The Greater Houston Partnership reports the region holds 15.3% of U.S. refining capacity, with the world's largest petrochemical complex on the Ship Channel. Plants covered by OSHA's process safety management standard deal with toxic and flammable releases, hot work, and confined-space entry during turnarounds.
Port and marine terminals
The Greater Houston Port Bureau calls Houston the largest U.S. port by tonnage, with public and private terminals lining the channel. Liquid bulk transfers, container handling and mooring work bring chemical exposure, struck-by hazards from cargo equipment and falls into the water.
Healthcare and medical campus construction
The Texas Medical Center reports more than 120,000 employees and about $4 billion in construction projects underway. Work in and around occupied hospitals requires infection-control-aware dust barriers, coordination of utility shutdowns, and bloodborne pathogen awareness for trades.
Industrial contractors and maintenance
Houston's refineries and chemical plants bring in outside contractor crews for maintenance and turnarounds. Crews that move between owners' sites need training that covers each owner's permits while keeping HAZWOPER, respiratory protection and fall protection current.
What Shapes Safety Work in Houston
Texas has no OSHA state plan for private employers, so Houston workplaces are under federal OSHA. OSHA's directory splits Harris County between the Houston South Area Office (El Camino Real, Houston) and the Houston North Area Office in Conroe.
Fort Bend, Galveston and Brazoria counties are assigned to Houston South, while Montgomery County is assigned to Houston North, which matters for contractors working plants on both sides of the metro.
The Atlantic hurricane season runs June 1 to November 30, overlapping Houston's hottest months. Heat illness prevention and storm shutdown, restart and cleanup procedures belong in the plan before the season starts.
The Texas Department of Insurance runs OSHCON, the state's free on-site safety and health consultation program, separate from federal enforcement.
